Uh no, but they do assign a random number in that range of numbers. The range varies from service to service. For example the really old divisions like the 1st got to choose from the origional pool. Somewhere out there, there is a soldier with 10000000 as a serial number, most likely in the 1st. But the chances are literally one in a few million. The special forces date only to world war 2 and thus have larger number pools. Eurocom, for example has almost the newest numbers out there.
