I don't think there's anything wrong with Paul Gilbert. He's actually pretty good with the technique involved in playing guitar.But if you want to develop phrasing skills, listening to Mike Stern is not a bad option

mike stern PLAYS MUSIC with one concrete objetive: to make friends, and he succeeds!! Thats what i admire the most of him, its not the filling he puts in his music (wich is also great) nor his technical virtues, but is the way he elegantly solves that ancient puzzle of making friends with true art!!

Scofield has a similar sound, he admittedly copied Sterns chorus FX sound. Mikes phrasing always reminds me of an amalgamation of Jimmy Page and Charlie Parker with all the chromatic acrobatics.
