I think the metaphor here is pretty obvious if you read between the lines. I suspected this song was about rage long before I actually read about it.

I believe Gabriel himself said that it had nothing to do with vivisection, but that it's a song about jealousy, and how it effects people, or his own personal feelings about that.

Just checked it, and yeah, he said that.

It's about jealousy and the animal instincts it evokes.
