yes, to fly Russian aircraft pilots must make a very advanced training. And those of other nations that have used the mig 29 were not sufficiently trained to use this plane.

Yes. This MiG was perhaps the most advanced multi-role fighter when it entered service. Some analyses claim that MiG 29 is even more superior than F-16 due to higher maneouvring capability.
The pilots of other countries that used this aircraft in combat did not have sufficient training.

MiG 29 is equivalent to F16 Falcon.
Compared to F22 Raptor, MiG 29 introduced in 1982 IS A VERY MUCH OUTDATED AND USELESS TOY.

The Mig 29 with thrust vector and new cockpit isn't an outdated toy, it's one of the most maneuverable fighters in existence.....

I have understood the F-22 doesn't reflect microwaves back to their source. Doesn't this also mean an active radar homing missile such as the R-77, can't lock on F-22..? The R-77 may have a better range than the AMRAAM, but if it can't lock on...

Well you know, I'm not an expert on the subject. I am neither an air force pilot, or an aeronautics engineer to answer your post. What little I have read is that later generation R-77s incorporate "passive" tracking systems as well as an active radar homing device. Vympel is currently developing a new missile code named R-77M1 which will outperform the current variants in range, speed, and lethality so it might have a new sensor system to counter the F-22's low observability characteristics.
