The kinetic energy from 7.62x51 nato let alone this bullet is not enough to knock someone down. It is your reaction to the wound produced that drops you. If someone sticks a pin in your ass its not the force of the pin lifting you in the air, its you leeping up in suprise. If the kinetic energy from the round forced you to the ground it would also force the shooter to the ground, simple physics.
