Well, wardog91, I wish that I could validate your thoughts about electro-shock therapy. Actually, it is known as ECT or electro-convulsive therapy. ECT induces a controlled seizure which ultimately allows that patient to forget. The lack of remembrance brings the patient out of deep depression. It is a last resort but not removed from the realms of modern psychiatry. Your comment has caused me to research Peter Gabriel's inspiration further. Have an excellent day!

It seems that I was mistaken. This is culled from Wikipedia: "Gabriel himself has described "Shock the Monkey" as "a love song" that examines how jealousy can release one's baser instincts; the monkey is not a literal monkey, but a metaphor for one's feelings of jealousy." Heh, I know that much of Wikipedia is considered dubious, but this has a reference, so... lol I guess that we were all wrong- live and learn, eh?

From what I understand this song was about electroshock therapy. A scary last resort that has faded from most psycotherapy.
