The issue with a flat spin is, because for falling so quickly vertical, if you eject from the back seat, you get shot uo into the canopy... :S

It's an agonizing decision on many levels. First, a pilot takes a lot of physical stress on his body when ejecting from the aircraft. He has only so many in his career before he has to retire. Second, the black mark on his record. So yes, it's an agonizing decision for the pilot. I also think you misunderstood whom it was an agonizing decision to.
