balrog, e honda, t hawk, dee jay, and blanka were some of the more forgetful characters of the street fighter legacy, no offense

Balrog, Honda and Blanka all came back in future games, including SFIV most recently. Blanka is even one of the most popular characters in CvS2. T Hawk and Dee Jay weren't overly popular, but the other three are definitely well known.
