a lot but there are budgets. the stander issue is 800 and the dragon skin is 8000 along with rifles equipment and all that shit a single soldier can cost up to 10000 to 15000. its too expensive for every single one of them to have

the disc is place in the slot that strap in the body, unless u want to carry a single plate that cover barely of your chest then go ahead.

Sir, I hate to break this too you but currently NO military unit is using Dragon Skin armor. Only private military contractors and journalists continued to wear the stuff after the tests.
Unfortunately even those people have given it up. Michael Yon put his up on Ebay due to weight. Contractors in Iraq report that the disks break off around high movement areas near the armpits/chest and stomach obliques. Its just not made for long term wear and tear such as military campaigns.

Show gimmick? I don't think so.
Yes, it may weigh more but it's weight is better distributed and the vest is way less bulky and uncomfortable than the SAPI plated Interceptor armor...and it can take round after round.
There's a reason SEALs and other elite units use Dragon Skin...it's the best. Same with the HK416 vs the crappy M4...if you're the best soldier you get the best gear.
