By security. The President would never expose himself outside. If He/she was outside, there would always be maximum security guards. bulletproof vests. Armour. Etc.
No presidential evenings, no concerts, no dates. No blowjobs for promiscuous ones. That level of security in itself would send a message to Americans that the there is a dark force that wants the President dead! OBviously, Cleveland, Lincoln, Jackson, Kennedy. All eliminated.

However, security would obviously be number one. That person would be considered a terrorist and targeted for assassination. If such person like Perot actually became president, a few steps would be taken. All troops in uniform, by presidential executive order, would withdrawl from combat or of military bases(Korea, Germany, Iraq). Secondly, President X would terminate the Federal reserve and create a new form of currency which is backed by gold.

One suggestion is to create a faction to act like a counter-balance to the elite. Currently, the elite face no such force to challenge their supremacy. If some man or woman of superior mental faculties acquired enough wealth in the neighborhood of Trillions of dollars,
That person then could de-leverage the strength and toxicity of the corporate media.
Once controlled by person X, they would then allow freedom of the press. The person could run for president with their own money.

I know what you mean that kids are not genetically created to be dumb.... but due to upbringing and attitudes at home, some kids don't end up being smart no matter what. And there is some other mysterious factor at play here that no one can nail down. Some people are just not as smart as other people for some reason. I grew up in a very well educated family, I'm college educated, my parents stressed eduation, I had a good home, but I'm still not smart enough to be a doctor or engineer.
