Find an Arcade Emulator (MAME, 2DF, GGPO search these in google)
Find the Arcade Rom (Searching Street Fighter III: 3rd Strike in google)

Also, it's was originally an Arcade game before it was for any bad, home console versions (save for dreamcast's version)
