No. It´s a competely new song with almost the same name like the one from 1983. This one is called "Tour de France Etape 2"

Anyone here remember Marc Radcliffe and Lard's "unplugged" version of this on their radio show? It was 2 minutes of Marc pedling an exercise bike while Lard repeated the phrase "Tour de Franc Tour de France". Stupid yes, but a lot funnier and a much cleverer than The Mary Whitehouse Experience's similar "the Orb: Unplugged" gag...
