Yes actually I have, and no, it doesn't take THAT long to throw open the bolt, put a round in the chamber, and then close the bolt. Like I said, five seconds, max.

Still, it shouldn't take even close to 10, let alone 15 to 20. And snipers keep free rounds close at hand to compensate for this problem, it's not like their searching for them in a pocket. If you've ever actually shot a bolt action rifle, you'd know this, seriously, count out even just 5 seconds, it's a LOT longer than you think it is.
1 Mississippi, 2 Mississippi, 3 Mississippi, 4 Mississippi, 5 Mississippi. There, as long as you didn't speed through it, it's fairly long.

You think that is good? id put my $ on my 4.5mm air rifle any day. Oh it can shoot up to 2500m and penetrate 5 cm of steel at that range to. I once shot an elephant with it and it killed it with one shot.
